An excellent book on the technical and administrative development of the Luftwaffe prior to the start of World War II. It describes in detail the evolution of the Air Ministry (RLM) in the 1930s and also discusses the key personalities involved in the development of the Luftwaffe: Goering, Milch, Wever, Kesselring, and Udet. There are also good discussions of the main players in the aircraft industry: Messerschmitt, Heinkel, Koppenburg (Junkers), Dornier.Another interesting subject is the development of specifications for warplanes in the early and mid-1930s. It wasn't easy for the Luftwaffe General Staff to formulate what it wanted. A major issue that is discussed is the lack of technical knowledge by the Luftwaffe leadership such as Goering, Milch, Kesselring, and Udet. Finally, there are discussions of the various industrial production plans developed for aircraft manufacture as well as research and development.
